Match your notice to the right filing window
San Diego County publishes separate schedules for annual, supplemental, escape, calamity and penalty assessments. November 30 applies to the regular annual assessment window. A homeowner with more than one notice can have more than one deadline.
For mailed applications, the county recognizes a USPS postmark; without one, it uses actual receipt. Keep proof and check the current filing instructions before choosing a delivery method. Do not assume a postage-meter date has the same effect.
Test the January 1 value before assembling an appeal
An annual appeal should explain why the assessed value exceeds the value supported for January 1, 2026. If a longtime owner's assessed value remains below market value, a market slowdown alone may not create a useful decline-in-value case.
Review the assessed value, purchase history and physical record together. A purchase-related base-year issue is different from a temporary decline in current market value, and the form should identify the actual dispute.
Keep coastal, inland and condominium evidence distinct
A county-wide search can mix properties buyers would never treat as substitutes. Begin with a similar home type and local market. Describe ocean influence, view quality, slope, usable lot, renovation and traffic exposure wherever they distinguish the comparable from the subject.
For condominiums, confirm unit-level ownership, parking and building amenities. For detached homes, verify living area and whether an accessory structure is included in the recorded sale. A suspiciously low price warrants investigation before it becomes the centerpiece of an appeal.
California excludes comparable sales more than 90 days after the valuation date. Keep that rule in mind before using a recent sale to support an annual January 1 appeal.
Make the requested value easy to follow
Organize the packet around a short explanation of the disputed assessment, a supported requested value, a comparable grid and labeled exhibits. Include unfavorable differences as well as favorable ones so a reviewer can understand the full comparison.
Continue paying taxes while a case is pending and keep hearing correspondence with the filing record. A successful value adjustment and the resulting tax calculation are separate steps; neither the timing nor a particular saving is guaranteed.
