Is this an annual decline-in-value appeal?
For a regular 2026 assessment, the valuation question is what the property was worth on January 1, 2026. A Proposition 8 review addresses a market value below the property's factored base-year value. A recent decline in asking prices is a reason to investigate, not proof that the assessed value is excessive.
Read the assessment type before using November 30. A supplemental assessment following a purchase or new construction and an escape assessment follow different notice deadlines. Keep those notices separate from the annual tax bill.
Choose admissible sales for Irvine, Anaheim or your local market
California's Board of Equalization says comparable sales more than 90 days after the valuation date cannot be used as comparable-sale evidence. For an annual January 1 case, late-summer transactions cannot simply replace evidence from the relevant period.
Match the ownership interest, home type, condition, location and usable size. An Irvine condominium should not be compared directly with a detached house just because the square footage is similar. Coastal influence, view, development amenities and renovation can also require explanation.
- List each comparable's sale date, verified price, parcel and property characteristics.
- Explain material differences instead of selecting only the lowest prices.
- Support any claim about damaged or unfinished space with records and dated evidence.
Submit through the county's assessment appeal process
The Clerk of the Board publishes the annual filing window and links its assessment appeal e-form. Check the property identifier, assessment year, requested value and authorization before submitting. Save the finished application and acknowledgment.
An informal discussion with the assessor can be helpful, but do not let it replace a timely formal filing when a dispute remains unresolved. Use the county instructions to track any later evidence exchange or hearing requirements.
Estimate savings from the affected taxes
A lower assessed value does not necessarily reduce every charge on the tax bill. Separate value-based taxes from fixed assessments before estimating dollars. A temporary decline-in-value reduction also should not be described as a permanent reduction in every future assessment.
