Do not treat all of Ballard as one sample
King County publishes separate residential areas for West Ballard and East Ballard. The 2026 schedule listed both in the August 13 mailing batch, but the market evidence should still follow the subject's specific location and property type.
Confirm the assessment area and parcel characteristics before downloading sales. A sale across an area boundary can be relevant, but the petition should explain why it competes with the subject.
Match the housing form and site potential
Older detached homes, remodeled houses, infill townhomes, condos, and redevelopment sites can attract different buyers. Lot dimensions, alley access, zoning context, parking, and remaining development utility may matter as much as building size.
- Compare detached houses with similar lot and improvement utility.
- Keep fee-simple townhomes separate from condo ownership unless the market supports the comparison.
- Document industrial, rail, arterial, or commercial exposure rather than assuming a blanket location discount.
- Account for water access or outlook only when the market evidence shows a difference.
Use sales the Board can audit
For every comparable, save the recorded sale information and the property record. Note the valuation-date relationship and explain material differences in size, age, condition, lot, parking, and location.
If the best evidence crosses from East to West Ballard, state why the properties share a buyer pool. Clear analysis is stronger than silently mixing the two areas.
